I still think they were given to members of the IMP Club and that's why some do exist, but there's so few of them.
I was a member of the club, but I only ever remember my parents paying for the initial annual membership, nothing beyond that so I only ever got two issues, Spike and a birthday card. I think those who continued with a membership received more puppy figures and two of those were Buster and Hildy, perhaps at the end when they stopped the club.
Sara the cat was a club figure. I never got her, I don't know why, but my best friend back then who was also a member, received Sara along with a birthday card. I remember being upset that I never got her with my birthday card. 😆

Congratulations, you can now join the Hildy owners club, wonder who decided not to pay? Why bid so high if you don't want to pay. Well done on that, lucky it was UK only otherwise it might of gone higher.
It could be that the only came out as part of the club, but then you wonder how 98, 100 and 101 got issued as they had cards?
Wish we could get answers.

For 98-101 I *think* they were some sort of send away offer? I had those, so I got them somehow. I don't know where the send away offer was from, but it's the only logical thing I can think of.
